California CEC Releases Final Version of 2025 Title 24 Building Energy Efficiency Code – Key Updates for Lighting Products

On July 7, 2025, the California Energy Commission (CEC) released the final version of the 2025 Title 24 Building Energy Efficiency Code. The CEC revises its building energy efficiency code every three years; the 2025 code is an enhancement of the 2022 version and will become mandatory on January 1, 2026. This means that starting from January 1, 2026, all lighting products used in new buildings, additions, and renovated buildings must bear the new "JA8-2025" or "JA8-2025-E" labels, be registered in the CEC database as required, and the old "JA8-2022" or "JA8-2022-E" labels will no longer be accepted.

Key Changes in Lighting Product Requirements Between the 2025 and 2022 Versions of the Building Energy Efficiency Code
 

更新一：对于非联邦管控光源的光效测试，删除了白炽灯、荧光灯两大类产品测试方法

对于联邦管控的光源，光效应按照10 CFR 429 Subpart B and 10 CFR 430.23(gg)的测试方法进行测试；对于非联邦管控的光源，光效要在全光输出条件下按照以下的测试方法进行测试：

a) 对于白炽灯和带反射罩白炽灯：10CFR 430.23(r)

b) 对于E26灯头的紧凑型荧光灯：10CFR 430.23(w)

c）对于通用的荧光灯：10CFR 430.23(r)

d）对于不是E26灯头紧凑型荧光灯和通用荧光灯的荧光灯：IES LM-9

a）对于LED光源：IES LM-79

更新二：关于启动时间的测试，删除了采用能源之星灯泡的启动时间测试方法，并在JA8.7章节增加新的启动时间测试方法

更新三：关于颜色参数的测试，删除了白炽灯，荧光灯两大类产品测试方法

对于联邦管控的光源，色温和显指应按照10 CFR 429 Subpart B and 10 CFR 430.23(gg)的测试方法进行测试；对于非联邦管控的光源，色温和显指要按照以下的测试方法进行测试：

a) 对于白炽灯和带反射罩卤素灯：IES LM-20

b) 对于带反射罩白炽灯：IES LM-45

c）对于单灯头的紧凑型荧光灯：IES LM-66

c)High intensity discharge lamps: IES LM-51.
d)Other equipment: other applicable test procedure approved by

the Executive Director.

更新四：关于噪音测试，删除了采用能源之星灯泡的噪音测试方法，并在JA8.8章节增加新的噪音测试方法

更新五：标识Marking更新为JA8-2025或者JA8-2025-E,同时光源采用DOE 中Appendix BB to Subpart B of 10 C.F.R. Part 430的寿命老化方法，只有老化环境温度为45°C±5°C或者制造商选择更高的老化温度才能打JA8-2025-E的标识

更新六：光源类型删除了白炽灯和荧光灯这两类产品

更新七：增加了JA8.7章节的启动时间测试方法和JA8.8章节中的噪音测试方法

启动时间是指给产品通电到光源持续发光的时间。带有集成控制器（例如运动传感器，光感器，无线控制，待机模式或可连接功能）的产品可禁用和绕过这些控件进行测试。
