2026 Luminaire CCC Certification: New Standard Transition Guide & Compliance Requirements

2026 marks a critical year for the transition between the old and new CCC certification standards in the luminaire industry. In accordance with the Notice on the Implementation of New Standards for Compulsory Certification of Lighting Electrical Appliances issued by the China Quality Certification Center (CQC) on September 26, 2024, a series of national standards including GB/T 7000.1-2023 have officially entered the transition implementation phase. The CCC certification rules for luminaire products have thus undergone major adjustments, and relevant enterprises must follow the policy requirements in a timely manner to ensure the compliant launch of their products.


I. Clear Core Time Nodes

A clear transition timeline has been set for this luminaire CCC certification standard revision, and enterprises must strictly follow the following nodes to advance certification work:

  • October 1, 2024 – December 31, 2025: Coexistence period of old and new standards. Enterprises may independently choose to apply for CCC certification in accordance with either the new or old standards.
  • January 1, 2026 onwards: Mandatory implementation of the new standards. All luminaire products for which new certification applications are submitted must meet the requirements of the new standards, and the conversion process for old-version certificates must be initiated.
  • After December 31, 2026: Deadline for the conversion of certification certificates under the old standards. Certificates that have not been converted will be suspended for use.
  • After March 31, 2027: Unconverted old-version certification certificates will be officially revoked, and the relevant products are not allowed to be manufactured ex-factory or sold any longer.

III. FAQs on Enterprise Compliance

1. Does the standard revision affect the sales of existing products?

Luminaire models that have been manufactured ex-factory and discontinued production before January 1, 2026, do not need to reapply for new-version certification certificates and can be sold and circulated normally. Luminaire products produced after January 1, 2026, must obtain CCC certification certificates in accordance with the new standards before they can be manufactured ex-factory or sold. It is recommended that enterprises prioritize the certificate conversion work for high-sales and core product lines to avoid impacting market supply.

2. How to reduce the cost of certification for standard revision?

Enterprises can adopt a serial certification model to optimize the testing process and reduce certification costs. For products within the same certification unit that meet 6 consistency requirements such as installation method, protection class, and control gear, testing can be carried out in a combined manner, which greatly reduces the costs caused by repeated testing.

3. What are the core differences between the old and new standards?

The new standards impose more stringent requirements on luminaire structural safety, electromagnetic radiation protection, and control gear performance. The core differences are as follows:

Luminaires General Requirements (GB/T 7000.1-2023)

  • The referenced standard for blue light hazard has been updated, replacing IEC/TR 62778 with the national standard GB/Z 39942.
  • For luminaires with non-user replaceable light sources, the requirement for anti-electric shock fasteners of lamp shades has been adjusted from at least 2 to at least 1.
  • New electromagnetic field (EMF) testing requirements have been added, covering luminaires with wireless dimming functions and standalone drivers.
  • Class III luminaires and products powered by SELV with a voltage below 60VDC are exempted from the requirement of configuring cord anchorage.

LED Control Gear (GB/T 19510.1-2023)

  • Potting driver products need to add a fault condition test item to verify safety performance under extreme conditions.
  • The limit parameters of creepage distance and clearances have been updated to improve the level of electrical safety protection.
  • New Annex L content has been added, proposing special additional requirements for control gear providing SELV, replacing the original Appendix Ⅰ of the special driver standard.
