China GB 37478-2025 Implementation: LED Road & Tunnel Lighting Energy Efficiency Certification Update

On May 30, 2025, the State Administration for Market Regulation and the Standardization Administration of China jointly released GB 37478-2025 "Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for LED Luminaires for Road and Tunnel Lighting". The new standard will be fully implemented on June 1, 2026, replacing the current 2019 version (GB 37478-2019).

To ensure the effective implementation of certification, the China Quality Certification Center (CQC) has recently revised the certification rule CQC31-465397-2019 "Energy Efficiency Certification Rules for LED Luminaires for Road and Tunnel Lighting" (Product Certification Category: 701421). The specific revisions and requirements are as follows:

To All Relevant Entities:

The new standard GB 37478-2025 "Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for LED Luminaires for Road and Tunnel Lighting" (hereinafter referred to as the "New Standard") will be implemented on June 1, 2026, replacing GB 37478-2019 (hereinafter referred to as the "Old Standard"). To ensure the effective implementation of certification, the China Quality Certification Center (CQC) has revised the certification rule CQC31-465397-2019 "Energy Efficiency Certification Rules for LED Luminaires for Road and Tunnel Lighting" (Product Certification Category: 701421). The main revisions and requirements of the certification rule are hereby notified as follows:

1. Key Revisions to the Certification Rule

1. Scope of application revised in accordance with GB 37478-2025;
2. Certification basis updated from GB 37478-2019 to GB 37478-2025;
3. Application materials simplified by removing requirements such as the rated lifetime commitment letter;
4. Unit division principles revised based on energy efficiency evaluation limits of the New Standard;
5. Sample submission rules for main test models adjusted;
6. Type test items and methods updated to align with the New Standard;
7. Product testing cycle revised;
8. Factory quality control testing requirements updated in line with the New Standard;
9. Supervision sampling test items adjusted;
10. Template for the product rated lifetime commitment letter deleted.

2. Implementation Plan for the New Standard

1. From now on, enterprises may voluntarily choose to apply for certification under either the New Standard or the Old Standard. Starting June 1, 2026, CQC will only implement certification and issue certificates based on the New Standard, and will no longer issue certificates under the Old Standard.
2. For products already certified under the Old Standard, certificate holders must submit an application for converting to the New Standard certificate to CQC before the end of the first follow-up inspection after the New Standard takes effect. They must also complete supplementary tests for differences between the Old and New Standards (see Annex) within one year of the New Standard's implementation, and finish product confirmation and certificate renewal in accordance with the New Standard. All conversions from Old Standard certificates must be completed by May 31, 2027 at the latest. Certificates not converted by this date will be suspended; those still not converted by September 1, 2027 will be revoked.
3. For certified products that have been shipped, marketed, and are no longer in production before June 1, 2026, certificate conversion is not required.
4. The requirements for implementing the New Standard for energy efficiency certification of LED luminaires for road and tunnel lighting in this announcement do not exempt relevant products from complying with the provisions of the "Standardization Law of the People's Republic of China".
