KC Certification for Luminaires & LED Lighting – Full Korea Market Compliance Guide
KC Certification is a mandatory certification system administered by the South Korean government, regulating electrical products under the Electrical Appliances and Household Goods Safety Control Act.As a key product category, lighting fixtures must obtain KC Certification to be legally sold in South Korea.Products that pass certification are authorized to carry the KC Mark, proving compliance with Korean safety and performance standards.
Required Documents for Luminaire KC Certification
To apply for KC Certification for lighting products, prepare the following documents:
- KC Certification Application Form
- Product Model List
- Installation Manual (Korean or English)
- LED Light Source Specification (including electrical and optical parameters)
- Critical Component List (CDF)Components must hold valid KC Certification or internationally recognized CB Test Certificates;otherwise, random testing with the complete product is required.
- Circuit Diagram & PCB Layout
- Product Label & Nameplate (Korean version)
Main Test Items for Luminaire KC Certification
KC Certification for lighting is mainly based on:KC 60598 (Luminaires series) and KC 61347 (Control gear for lamps series).
1. Structural Testing
Verifies mechanical strength, IP rating, wiring methods, terminals, and overall structural safety and durability.
2. Electrical Safety Testing
Includes insulation resistance, dielectric voltage withstand, grounding resistance, leakage current, creepage distances, and clearances.
3. Optical Performance & Photobiological Safety Testing
Covers luminous flux, luminous efficacy, CCT, CRI,and blue light hazard classification (RG rating)to ensure eye safety.
4. Temperature Rise Testing
Simulates normal and abnormal operating conditionsto measure key internal temperatures (LED junction, transformer winding, capacitors, etc.)and prevent overheating during long-term use.
5. EMC Testing
Verifies conducted and radiated emissions comply with Korean KCC requirements, and confirms immunity to external electromagnetic interference.
6. Hazardous Substances Restriction Testing
Measures levels of Pb, Hg, Cd, Cr⁶⁺ and other restricted substancesto meet Korea’s RoHS requirements under the Electrical Appliances Safety Act.
KC Certification Application Process
KC Certification has two schemes based on product risk:Mandatory Safety Certification & Voluntary Safety Confirmation. Most general LED luminaires use Voluntary Safety Confirmation.
- Submit ApplicationApplication form and technical documents to a KC-authorized body.
- Product TestingFull testing at a KC-accredited laboratory.
- Factory Inspection (if applicable)Required for high-risk products;regular follow-up inspections for standard products.
- Technical Document ReviewReview of test reports and technical files.
- Certification ApprovalIssuance of KC Certificate; authorization to apply the KC Mark.
- SurveillanceAnnual factory audits or market sampling after certification.
