US CPSC eFiling 2026 Guide: GCC Certification for Lighting Products & Compliance Essentials

Effective July 8, 2026, the mandatory CPSC (Consumer Product Safety Commission) eFiling electronic declaration rule officially takes effect in the United States. All imported consumer products under CPSC supervision (including household lighting) must complete electronic filing via the U.S. Customs ACE system before cargo arrival at ports. Platforms including Amazon simultaneously require sellers to provide filing receipts, and non-filed products will face customs clearance interception and listing delisting.

For lighting export enterprises, GCC compliance has evolved from a "bonus item" to a mandatory requirement. This article sorts out the core points of GCC certificates to help sellers achieve export compliance.


01 What is GCC?

GCC, short for General Certificate of Conformity, is a mandatory compliance document required by the U.S. Consumer Product Safety Commission (CPSC) under Section 14(a) of the Consumer Product Safety Act (CPSA). It should be clarified that GCC is essentially a compliance declaration issued by the manufacturer or importer itself, not a "certification" issued by a third-party certification body.

GCC is not a voluntary document, but a legally mandatory requirement. All non-children's consumer products sold in the U.S. market that fall under CPSC-governed safety standards must be accompanied by a GCC certificate.

According to official CPSC regulations, GCC certificates can be issued based on in-house enterprise testing or test results from any qualified laboratory. Third-party testing by CPSC-recognized laboratories is not mandatory — this is an essential difference from the Children's Product Certificate (CPC) for children's products.

However, given the increasingly strict audits on platforms like Amazon and higher customs inspection standards, it is still strongly recommended that enterprises conduct testing through professional third-party laboratories to fully prove product compliance and reduce risks of certificate rejection and cargo detention.


02 Which Lighting Products Require GCC?

Applicable scope: Household lighting fixtures, including but not limited to table lamps, floor lamps, decorative light strings, wall lamps, ceiling lamps, night lights, etc.

Non-applicable scope: Lamps designed exclusively for commercial or industrial use (such as high bay lights, street lights, etc.), and lamps intended for children under 14 years old (children's products require CPC certification under different standards).

The issuance of a GCC certificate must be based on compliance testing — per CPSC regulations, in-house enterprise testing or third-party laboratory test results are both acceptable.

Common applicable standards include UL 153 (portable electric lamps), UL 1598 (luminaires), UL 588 (seasonal decorative lighting products), etc. Sellers shall confirm the applicable safety standards according to product types and ensure consistency between test reports and certificate information.


03 Three Key Points Sellers Must Know

1. eFiling is the critical step

Amazon not only requires sellers to upload GCC certificates, but also requires completion of eFiling in Seller Central. The system will automatically verify the consistency between filing receipts and certificate information. Without an eFiling receipt, even a valid GCC certificate cannot pass the audit.

2. Certificate information must be consistent with the product

Product model, manufacturer information and test standard number on the GCC certificate must be completely consistent with the actual product and test report. Information inconsistency will result in audit failure.

3. Consequences of non-compliance

For lighting products without a GCC certificate, Amazon will directly delist listings and suppress ASINs. Repeated violations may lead to store warnings or even account suspension. Other major cross-border e-commerce platforms have also strengthened GCC compliance audits.


04 Quick GCC Application Process

Step 1: Confirm applicable product standards

Confirm the applicable CPSC safety standards according to lighting type. For example, table lamps apply to UL 153, fixed luminaires apply to UL 1598, and decorative light strings apply to UL 588.

Step 2: Complete compliance testing

Complete all test items according to applicable standards (can be in-house testing or commissioned third-party laboratory testing). Test content usually includes electrical safety, temperature rise, dielectric withstand, abnormal condition testing, etc.

Step 3: Issue the GCC certificate

Based on compliance test results, the GCC certificate is issued by the manufacturer or importer. The certificate must include the following information: • Product description and model • Manufacturer name and address • Applicable safety standard numbers • Name and contact information of third-party laboratory (mark N/A if no third-party laboratory is used) • Test report number and date

Step 4: Complete eFiling

Upload the GCC certificate and eFiling receipt in Amazon Seller Central to complete platform compliance audit.


05 Enterprise Action Recommendations

Self-inspect now: Take inventory of whether all in-sale lighting products have obtained GCC certificates and eFiling receipts • Prioritize high-sales ASINs: Complete GCC compliance for high-sales ASINs first to avoid sales losses caused by delisting • Stay updated: Pay close attention to the latest compliance notices from platforms such as Amazon and prepare in advance

Compliance is the basic skill for cross-border e-commerce. In 2026, the old approach of "shipping first and supplementing certificates later" no longer works. Only by arranging compliance in advance can enterprises gain a firm foothold in overseas markets.
