On March 20, 2026, the Bureau of Indian Standards (BIS) issued a notice: the series of standards for LED luminaires have been fully revised, and the new version of IS 10322 standard will come into effect on August 2, 2026.
This means all LED luminaire products manufactured, sold or imported in the Indian market must complete the standard transition before this date. Luminaire enterprises should assess the impact as soon as possible and initiate transition work.
01 Which Products Are Affected? Full Breakdown of 7 LED Luminaire Categories
This standard upgrade involves the following 7 categories of LED luminaires, with corresponding standard numbers all revised:

Note: IS 10322 Part 1 specifies general safety requirements, while the Part 5/Sec series specifies special requirements for each type of luminaire, and the two are used in combination.

02 What Is the Difference from the Previously Released IS 16102?
Many enterprises easily confuse the two standards, which are clarified as follows:
- IS 16102 (Part 1):2026 → For LED bulbs/tubes, belonging to light source products.
- IS 10322 (Part 1):2026 → For complete luminaires, including fixed, recessed, street lights, floodlights, etc.
To put it simply: IS 16102 regulates "bulbs", while IS 10322 regulates "luminaires". If your products are complete luminaires such as downlights, panel lights and street lights, this standard upgrade is directly relevant to you.
03 What Are the Main Changes Between the Old and New Standards?
This revision is based on the latest version of the IEC 60598 series of standards, with main changes including:
Upgraded Safety Test Requirements
• Updated electric shock protection requirements, including revised limits for contact voltage and contact current, and addition of PELV (Protective Extra-Low Voltage) systems • Temperature rise test methods and judgment criteria are implemented in accordance with the new version of the standard • Added glass breakage test for floodlights • Added protection requirements for fast-rotating components (such as fan blades) • Added special requirements for battery and EDLC (Electric Double-Layer Capacitor) powered luminaires • Added IPX9 protection level requirement (high-temperature high-pressure water jet protection) • Grounding protection requirements are implemented in accordance with the new version of the standard
New Safety Requirements
• Electromagnetic Field (EMF) safety requirements • Expanded photobiological safety requirements (blue light hazard protection)
Adjusted Structural Design Requirements
• Creepage distance and clearance gap requirements are implemented in accordance with the new version of the standard • Additional requirements for SELV (Safety Extra-Low Voltage) output control devices
Label & Manual Specifications
• Updated product marking and label requirements, with the new standard number IS 10322 (Part 1):2026 marked on the nameplate • Added power socket marking requirements • Localization requirements for safety warnings
Key Component Management

04 How Is the Transition Period Arranged?
BIS has set a clear transition period policy:
For Enterprises Holding Existing BIS Licenses
• Can continue to produce and sell according to the old standard during the transition period • Must complete the new standard transition before August 2, 2026 • Licenses will automatically expire if the transition is not completed by the deadline
For New Applicant Enterprises
• Can choose to apply according to the new or old standard during the transition period • Must submit a written commitment to confirm completion of the new standard transition before August 2, 2026 • After August 2, only applications under the new standard will be accepted
Key Timelines
• March 20, 2026 — BIS issues implementation guidelines • August 2, 2026 — Full implementation of the new standard • During transition period — Old and new standards can be used in parallel, but transition commitment is mandatory
05 Non-Compliance Risks
According to BIS regulations, licenses that do not complete the standard transition within the specified period will automatically expire.
By then, relevant products will not be able to be legally produced, sold or imported in the Indian market.
Enterprises are advised to plan the transition time in advance to avoid affecting normal business operations due to license expiration.

With less than one month left before August 2, it is recommended to proceed according to the following steps:
Step 1: Confirm Product Scope
• Take inventory of all LED luminaire products sold in India • Check against the 7-category product list to confirm involvement
Step 2: Gap Analysis
• Check existing products item by item against the new IS 10322 standard • Identify designs, materials and processes that need to be modified
Step 3: Technical Document Update
• Update circuit diagrams, PCB layout drawings and BOM lists • Revise product nameplates and user manuals • Prepare certification reports for key components
Step 4: Arrange Third-Party Testing (As Early As Possible)
• Contact BIS-recognized laboratories to arrange testing • Reserve sufficient test cycle time • Rectify and retest promptly for items that fail the test
Step 5: Submit BIS License Renewal Application
• Prepare complete application materials • Cooperate with BIS audit • Obtain BIS certificate under the new standard
