Malaysia is an important market for LED lighting exports to Southeast Asia. Alongside Thailand's TISI and Singapore's PSB, Malaysia's SIRIM certification has its unique characteristics — safety labels and energy efficiency labels are two independent systems, both indispensable.
Many enterprises ship products directly with CB reports, only to find missing energy efficiency labels at Malaysian customs, resulting in entire shipments being detained. This article sorts out the compliance framework of SIRIM certification and 3 high-frequency pitfalls.
01 Malaysia Certification Architecture: Parallel Management of Two Label Systems
The import and market sales of electrical products in Malaysia are subject to two mutually independent compliance systems: the safety certification system ST-CoA and the MEPS energy efficiency certification system ST-CoE. The two systems have separate regulatory bases, issuing bodies and labels that are not interchangeable, and need to be processed separately.

According to Malaysia's official ST document GP/ST/No.50/2024 Guide for Lighting Energy Products, currently only the following categories require mandatory MEPS energy efficiency registration:
- T5/T8 double-ended fluorescent lamps
- Self-ballasted, single-ended, circular fluorescent lamps
- Self-ballasted LED bulbs (E14/E27/GU10 and other conventional lamp bases)
- Tungsten incandescent lamps
? Summary: LED bulbs and LED tubes need to complete MEPS energy efficiency label registration. Complete LED luminaire products (such as panel lights, downlights, street lights, etc.) are currently temporarily exempt from MEPS energy efficiency requirements, but regulations may be dynamically adjusted. Enterprises are advised to confirm the latest policies before export.
02 Pitfall 1: Assuming CB Reports Can Waive Testing
SIRIM does support conversion from CB test reports, which can simplify the process, but it does not mean testing is waived. The actual situation falls into three categories: ① CB report conversion: The completeness and validity of the CB report will be reviewed, and missing difference tests must be supplemented ② No CB report: Samples must be sent to the laboratory for full-item testing according to the MS IEC 60598 series ③ Some product categories: SIRIM may require local testing, and CB reports are only for reference
The MS IEC 60598 series is equivalent to IEC 60598, but Malaysia has some National Differences (ND) that require additional testing. Common differences include voltage level (240V/50Hz) and plug specification (BS 1363).
What happens if not tested? If the CB report does not cover Malaysia's national differences, samples will be rejected after being sent to SIRIM, requiring supplementary testing of difference items. Supplementary testing means additional time and costs, completely disrupting the shipment schedule.
03 Pitfall 2: Only Completing Safety Certification, Missing MEPS Energy Efficiency Label
Malaysia's MEPS sets minimum energy efficiency thresholds for self-ballasted LED lamps (LED bulbs, LED tubes, etc.).
What happens if missed? Products cannot be cleared for customs and sales after arrival at the port. Energy efficiency labels must be reissued in Malaysia before release. The combined losses of storage fees and port demurrage fees far exceed the cost of completing energy efficiency testing in advance.
04 Pitfall 3: Forgetting Certificate Renewal Upon Expiry, Leading to Product Delisting
The SIRIM CoA certificate is only valid for 1 year, and renewal applications must be submitted 14 days before expiration. Many enterprises ignore maintenance after completing certification in the first year. When the certificate expires in the second year, products are found to have "no valid certificate" during circulation in the Malaysian market, facing fines and delisting.
SIRIM requires at least 1 factory inspection per year for mandatory certification products to ensure production line quality consistency. Renewal is not a simple administrative renewal, but also involves factory supervision audits — if there are major product changes, difference testing must also be supplemented.
What happens? Products found with expired certificates in Malaysia face mandatory delisting and fines. Products already distributed to channels need to be fully recalled, causing damage to brand reputation and channel relationships far exceeding the cost of the certificate itself.

Key difference: The certificate validity period of ST-CoA SIRIM safety certification and ST-CoE energy efficiency certification (1 year) is much shorter than that of TISI and PSB (3 years), with mandatory annual factory audits, resulting in relatively higher maintenance costs compared to other Southeast Asian certifications. Enterprises exporting to multiple Southeast Asian markets simultaneously are advised to establish a separate renewal management mechanism for SIRIM.
