The 2026 annual market supervision sampling inspection uniformly adopts the GB/T 7000.1-2023 general luminaire safety standard, paired with 2023 special standards for various luminaire segments and the GB 30255 energy efficiency specification. For enterprises holding luminaire CCC certificates under the old version GB 7000.1-2015, certificate renewal upon expiration must complete new version difference supplementary testing. New certificates will not be issued for items not fully supplemented. Old certificates within their validity period can circulate normally, but annual supervision sampling will inspect newly added indicators such as blue light and temperature rise.
01 Key Timelines
The transition period for GB/T 7000.1-2023 ends on December 31, 2026. Starting from January 1, 2027, all new certifications and expiring certificate renewals will only accept test reports under the new version standard.
The new energy efficiency standard GB 30255-2026 Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for LED Products for Indoor Lighting has been officially released and will be implemented on September 1, 2027, replacing the current GB 30255-2019.
Current certificate renewal and national sampling still implement the current GB 30255-2019. Enterprises are advised to conduct preliminary verification of new indicators in advance, and switch synchronously when certificate changes are made.
02 Supplementary Items for General Civil Luminaire (Fixed/Recessed/Ordinary Portable) Certificate Renewal
1. Full-item difference testing under new version GB/T 7000.1-2023 safety standard
- New structural safety assessment for non-replaceable light sources;
- Complete testing and assessment of retinal blue light hazard;
- New circuit insulation and overload safety tests for USB and PoE powered luminaires;
- Stricter judgment requirements for product durability, abnormal thermal test and cord anchorage.
2. EMC retesting
Disturbance voltage, radiated disturbance and harmonic current are uniformly implemented according to the current GB/T 17743-2021 and GB 17625.1-2022. Old version EMC reports are no longer applicable for certificate renewal review.
3. Energy efficiency indicator preliminary verification
Current certificate renewal adopts GB 30255-2019. After the implementation of the new energy efficiency standard, new indicators will be fully implemented. Enterprises are advised to synchronously verify luminous efficacy and color rendering index indicators in advance.
03 Additional Mandatory Tests for Reading Desk Lamp Special Certificate Renewal
1. Children's eye-care desk lamps
Complete full set of optical indicators under GB 40070-2021 (RG0 blue light, AA/A illuminance level, illuminance uniformity, low flicker depth, shading and glare prevention). Certificate renewal is impossible without this test.
2. Ordinary adult reading desk lamps
Additional testing for flicker depth, glare prevention and transient light artifact, which are mandatory items in national sampling inspection.
04 Special Requirements for Explosion-proof Luminaire Certificate Renewal
Explosion-proof luminaires do not apply to the 7000 series standards, and separately follow the full set of GB/T 3836 explosion-proof standards. Certificate renewal requires retesting of flameproof joints, enclosure pressure resistance, internal non-transmission of explosion, cable clamping, maximum surface temperature and thermal shock test. Full-item retesting is required if old test reports have incomplete items.
05 Core Rules for Certificate Renewal
- Certificate renewal testing items fully cover all inspection items of annual national sampling. Passing certificate renewal can significantly reduce the risk of unqualified market sampling.
- When product nameplates, parameters and components conflict with the new version national standard, product structure must be rectified synchronously.
- Certificate renewal synchronously verifies the key component filing list. Changes to transformers, drivers and capacitors require synchronous CCC change procedures.
06 Two Compliance Response Solutions for Enterprises
- Certificates about to expire: Synchronously complete GB/T 7000.1 new version difference testing + full certificate renewal process, and issue a complete report conforming to the 2026 national sampling standard.
- Certificates still within validity period: Conduct new standard preliminary testing in advance, keep complete test reports on file to respond to annual supervision sampling, and avoid mid-term certificate suspension.
