China Lighting CCC Certification 2026 | Online Sales Mandatory Requirement & Compliance Guide

Starting from December 1, 2026, all lighting products sold on e-commerce platforms must hold valid China Compulsory Certification (CCC). Non-compliant products will face delisting and fines.

This article explains everything you need to know: which products require certification, how to apply for CCC compliance, and the consequences of non-compliance — recommended for lighting sellers to save for reference.

01 Core of the New Rule: Online-Sold Lighting Fully Included in CCC Supervision

On December 1, 2026, the Key Industrial Products List for Online Sales (2026 Edition) will officially come into force. Lighting appliances (luminaires) and explosion-proof luminaires have been included in the category of key supervised industrial products.

This means: for all online sales channels including e-commerce platforms, live-streaming e-commerce, and social commerce, relevant products must obtain CCC certification (certification code 1001), and sales are prohibited without certification.

(Note: Fixed, recessed, portable and other luminaires were already included in the CCC compulsory catalogue. The incremental change of this list is that it explicitly includes online sales channels in supervision, and clarifies the CCC certificate verification obligations of e-commerce platforms.)

The scope of impact covers all categories including fixed luminaires, recessed luminaires, portable luminaires, explosion-proof luminaires and their control devices.

02 6 Common Mistakes Most Lighting Sellers Make

Mistake 1: Assuming "CCC is not needed for online-only sales"

Wrong. The new rule clearly defines online sales as a key supervision scenario. Whether on Tmall, JD, Douyin, Pinduoduo or private domain communities, certification is mandatory for all online sales. Not being inspected offline does not mean you are safe online.

Mistake 2: Unclear about which luminaires require CCC

Luminaires that require mandatory CCC include: fixed luminaires, recessed luminaires, portable luminaires, aquarium luminaires, socket-installed night lights, etc.

Special note: Standalone external LED drivers (independent control devices for luminaires) usually require separate certification under CCC 1002, subject to the Description and Definition Table of the Compulsory Product Certification Catalogue. Integrated built-in drivers in luminaires can be covered synchronously with the whole luminaire CCC certification.

Mistake 3: Assuming CQC mark equals CCC certification

CQC is a voluntary certification mark, while CCC is a mandatory certification. The two have different certification bases and processes. Online sales supervision checks for CCC, and CQC certificates cannot replace CCC.

Mistake 4: Thinking CCC certificate is a one-time permanent solution

The CCC certificate is valid for 5 years, but requires annual factory inspection (annual audit). If the annual audit fails, the certificate will be suspended or revoked. Many sellers ignore annual audits after obtaining the certificate, and continue listing products even after the certificate expires.

Supplementary reminder: The current luminaire safety standard has been updated to GB/T 7000.1-2023. Certificates under the old version standard must be renewed before December 31, 2026, and will be suspended after the deadline; certificates still not renewed by March 31, 2027 will be revoked.

Mistake 5: Assuming live-streaming / social commerce are not included

The new rule covers "all online sales channels", including live-streaming sales, community group buying, WeChat Moments resellers, etc. Platforms are obligated to verify CCC certificates, and uncertified products will be forcibly delisted.

Mistake 6: Choosing unqualified certification bodies leading to certificate revocation

Unqualified certification bodies or non-rigorous testing may lead to certificate revocation by the Certification and Accreditation Administration (CNCA). It is crucial to select institutions with CNAS accreditation and luminaire testing experience.

03 How Serious Are the Consequences of Not Having CCC Certification?

According to the Provisions on the Administration of Compulsory Product Certification and Regulations on Certification and Accreditation, uncertified products shall not be manufactured, sold, imported or used in business operations: • E-commerce platforms will forcibly delist the entire product series, and severely freeze store operation permissions in serious cases; • For products with a value of more than 10,000 RMB: a fine of 50,000–200,000 RMB will be imposed, and all illegal gains will be confiscated; for products with a value less than 10,000 RMB, a fine of up to 2 times the product value will be imposed; • Imported luminaires without CCC will be directly detained by customs and ordered to be returned; • For unqualified luminaires already sold, regulatory authorities may order a full recall, and the seller shall bear consumer compensation liability.

04 How to Apply for Lighting CCC Certification? 4-Step Compliance Process

1. Confirm product category and current standards: Luminaire safety implements the GB/T 7000.1-2023 series of standards; Electromagnetic Compatibility (EMC) implements GB/T 17743-2021 (currently effective, implemented on July 1, 2022); distinguish between two certification units: luminaires (1001) and external drivers (1002).

2. Sample submission for testing: Send samples to qualified laboratories for full type testing of safety and EMC.

3. Factory inspection: Submit an application and pass the CCC initial factory quality system audit.

4. Obtain certificate and list products: Obtain the CCC certificate, affix the CCC mark on products and outer packaging in a standardized manner, and keep the certificate on file in the online store for inspection.
