Southeast Asia is one of the world's key growth markets for LED lighting. Singapore, Malaysia and Thailand, with their high level of economic development and active infrastructure construction, have become important destinations for Chinese LED tube exports.
However, the three countries each have independent product safety certification systems. LED tubes entering these three markets must meet PSB, SIRIM and TISI certification requirements respectively.
This article systematically sorts out the certification standards, testing requirements and application processes of the three countries, providing practical references for lighting enterprises.
01 Singapore PSB Certification
(1) Certification Overview
PS Certification (commonly known as PSB Certification) was originally regulated by SPRING Singapore. In April 2018, SPRING Singapore merged with IE Singapore to form Enterprise Singapore; since April 2021, consumer protection enforcement functions have been transferred to the Competition and Consumer Commission of Singapore (CCCS).
Currently, PS Mark certificates are issued by Enterprise Singapore, and market supervision is implemented by CCCS. LED tubes are classified as Controlled Goods (regulated electrical products), and must obtain the PS Mark before import and sale.
(2) Applicable Standards
- SS 474:2019 General safety requirements for LED modules (corresponding to IEC 62031, version subject to Enterprise Singapore announcements)
- SS 146:2017 Safety requirements for LED tubes for double-capped fluorescent lamps (corresponding to IEC 62776)
- SS 473:2016 General safety requirements for luminaires (corresponding to IEC 60598-1, applicable to luminaires supporting LED tubes)
(3) Application Process
- Appoint Local Representative: A locally registered company in Singapore is required as the certificate holder.
- Sample Testing: Send samples to a PSB-recognized laboratory for safety testing.
- Submit Application: Submit test reports, technical documents and application forms to PSB.
- Certificate Issuance: PSB certification certificate is issued after audit approval.
- Affix Mark: Mark the PSB safety mark on the product.
In addition, after completing PSB certification, the importer must register product information in the CPSR (Consumer Protection (Safety Requirements) Registration System); the PS Mark must be used in accordance with Enterprise Singapore specifications; renewal application must be submitted 6 months before the certificate expires.
02 Malaysia SIRIM Certification
(1) Certification Overview
SIRIM QAS International is a certification subsidiary of SIRIM Berhad, Malaysia's national certification body, responsible for electrical product safety certification.
LED tubes entering the Malaysian market must obtain SIRIM safety certification; in addition, ST COA (Energy Approval Certificate) must also be obtained. ST (Suruhanjaya Tenaga, Energy Commission of Malaysia) is an energy regulatory body independent of SIRIM, and lighting products are under ST's mandatory control. The general safety certificate for ordinary electrical products is SIRIM COA, with different applicable categories and issuing authorities.

- MS IEC 62031:2017 General safety requirements for LED modules
- MS IEC 62776:2017 Safety requirements for double-capped LED tubes
- MS IEC 60598-1:2018 General safety requirements for luminaires
(3) Application Process
- Appoint Local Representative: A locally registered company in Malaysia is required as the applicant.
- CB Test Report Conversion: If you hold a CB test report, you can apply for SIRIM certificate conversion to simplify the process.
- Sample Testing: If there is no CB test report, samples must be sent to a SIRIM-recognized laboratory for testing.
- Factory Inspection: SIRIM requires factory inspection for mandatory certification products.
- Certificate Issuance: SIRIM COA certificate is issued after passing; if the product is under ST control, ST COA shall be applied separately.
03 Thailand TISI Certification
(1) Certification Overview
TISI (Thai Industrial Standards Institute) is Thailand's national standard and certification body.
LED tubes are mandatory certification products in Thailand, and must obtain the TISI certification mark before import and sale. TISI certification is implemented based on Thai Industrial Standards (TIS), and some standards adopt IEC international standards equivalently.
(2) Applicable Standards
- TIS 2717-XXXX Safety requirements for LED modules (corresponding to IEC 62031, version subject to TISI announcements)
- TIS 2718-XXXX Safety requirements for double-capped LED tubes (corresponding to IEC 62776)
- TIS 894-XXXX General safety requirements for luminaires (corresponding to IEC 60598-1)
(3) Application Process
- Appoint Local Representative in Thailand: A local company in Thailand is required as the certificate holder.
- Sample Testing: Send samples to a TISI-recognized laboratory (usually a local laboratory in Thailand) for testing.
- Factory Inspection: TISI conducts initial factory inspection for mandatory certification products to evaluate the quality management system.
- Certificate Issuance: TISI certification certificate is issued after passing.
- Annual Supervision: TISI conducts annual supervision inspection of factories.
04 Comparison of Certification Requirements Across the Three Countries
- Certification Nature: All three countries implement mandatory safety certification; products without valid certification cannot be imported or sold.
- Local Representative: All three countries require a locally registered company to be designated as the certificate holder/applicant.
- CB Test Report Utilization: Malaysia SIRIM supports CB test report conversion; Singapore PSB and Thailand TISI have limited acceptance of CB test reports.
- Factory Inspection: Thailand TISI and Malaysia SIRIM require factory inspection; Singapore PSB generally does not require factory audit.
- Certificate Validity: Singapore PSB: 3 years (subject to Enterprise Singapore announcements); Malaysia SIRIM: 5 years (subject to SIRIM QAS announcements); Thailand TISI: 3 years (subject to TISI announcements).
05 Practical Recommendations for Enterprises
- Prioritize CB Test Report: Obtain a CB test report based on IEC 62031/IEC 62776, which can simplify subsequent certificate conversion processes across countries, especially for Malaysia SIRIM certification.
- Lock in Local Representatives in Advance: All three countries require local representatives. It is recommended to confirm partners at the product development stage to avoid certification delays caused by lack of local representatives.
- Prepare Factory Documents Simultaneously: Factory inspection requirements of Thailand TISI and Malaysia SIRIM are relatively strict. It is recommended to sort out quality management system documents, production line inspection records, etc. in advance.
- Unify Product Design: Standards in all three countries are based on IEC standards. It is recommended to design products based on IEC benchmarks to meet the requirements of all three markets simultaneously and reduce repeated rectification. Note that national deviations may exist in each country's standards, which need to be verified one by one.
- Pay Attention to Energy Efficiency Requirements: In addition to mandatory safety certification, Singapore NEA (Mandatory Energy Labelling Scheme, MELS), Malaysia ST energy efficiency labelling scheme, and Thailand DEDE (Department of Alternative Energy Development and Efficiency) energy efficiency labelling scheme have all introduced LED lighting energy efficiency control rules (specific regulation numbers are subject to announcements of competent authorities of each country). Energy efficiency label compliance must be completed simultaneously for full-channel sales.
The Southeast Asian market has great potential, but certification systems vary significantly across countries. LED tube export enterprises should plan the certification path in advance according to the specific requirements of target markets, systematically promote compliance work based on CB test reports, with local representatives as the link and factory inspection as the guarantee, to ensure smooth entry of products into the Southeast Asian market.
