Brazil INMET Portaria 231/2026 New LED Regulation Compliance Guide

Brazil’s National Institute of Metrology, Quality and Technology (INMETRO) has released upgraded technical regulations for LED luminaires via Portaria INMET nº 231/2026, with revisions covering product scope, technical specs, conformity assessment and labelling & packaging rules. Key industry updates are summarized below:

1 Transition Period Arrangement

Per Portaria INMET nº 231/2026:

  • Manufacturers & Importers Transition: 18 months, expiring Nov 5, 2027. Goods manufactured and imported against the old regulation are permitted during this grace period. After the deadline, only products complying with the new standard can be produced or imported into Brazil.
  • Retail & market circulation extra grace period until May 5, 2030. Products already launched under previous rules can continue to be sold and distributed nationwide before this cutoff.
  • Portaria INMET nº 69/2022 will be officially revoked upon transition expiry. Enterprises shall follow official DOU published timelines strictly.

2 Updated Technical Specifications

(1) New PF limits added for 2W~5W low-power products

Previously no mandatory power factor requirements for this power bracket; new rules set formal PF thresholds for 2W to 5W LED lamps.

(2) Two mandatory flicker tests newly introduced

  • Flicker test: IEC TR 61547-1:2020
  • Stroboscopic effect test: IEC TR 63158:2018

(3) Revised harmonic limits aligned with IEC 61000-3-2:2018 + AMD2:2024 amendment

(4) EMC standard upgraded from CISPR 15:2013 to CISPR 15:2018

3 New ENCE Label & Packaging Requirements

The updated Brazilian National Energy Conservation Label (ENCE) must carry a scannable QR code linking directly to INMET’s official product registration database for full traceability and market surveillance. All mandatory product information shall be printed in Portuguese on outer packaging.

4 Covered & Exempt Product Scope

This regulation applies to all LED-based lamps and luminaires, while 11 product categories obtain full exemption including OLED lights, public streetlights, Christmas decorative lights and high-power professional stage lamps. Manufacturers shall confirm product applicability to avoid redundant certification costs or non-compliance omission.

5 Compliance Risk Reminder

After transition closure, non-INMET certified LED lamps are banned from import and domestic sales in Brazil, with risks of cargo detention, return or confiscation by Brazilian customs. Brazil ranks top among Latin American destinations for China’s LED lighting exports with annual shipment value reaching billions of RMB; early compliance planning is strongly recommended.
